The agencies that govern your program

A quick reference to who regulates what, and where Unity fits into each relationship.

Which agency covers your workforce?

Coverage depends on the work employees perform and the rules governing your operations. Start with the relevant sector below, then confirm the applicable agency requirements. An organization with more than one covered operation may need more than one program.

FMCSA: commercial driving

Federal Motor Carrier Safety Administration rules cover applicable motor carriers and commercial drivers. See 49 CFR Part 382.

FAA: aviation

Federal Aviation Administration testing rules apply to covered aviation employers and safety-sensitive functions. See 14 CFR Part 120.

FTA: public transportation

Federal Transit Administration rules address covered public transportation employers and safety-sensitive workers. See 49 CFR Part 655.

FRA: railroads

Federal Railroad Administration rules govern covered railroad operations and employees. See 49 CFR Part 219.

PHMSA: pipelines

Pipeline and Hazardous Materials Safety Administration testing rules cover applicable pipeline operators and personnel. See 49 CFR Part 199.

USCG: commercial maritime operations

U.S. Coast Guard rules apply to covered commercial vessel operations. The Coast Guard is part of the Department of Homeland Security. See 46 CFR Part 16 and 46 CFR Part 4.

How Part 40 and agency rules fit together

49 CFR Part 40 sets common DOT testing procedures. Agency rules address which employers and employees are covered and the program requirements that apply. Check the current rules for your operation rather than assuming every sector follows the same requirements.

Use the official DOT agency directory as a starting point. This overview does not determine coverage for an individual employer.

Where Unity fits

Unity supports program administration for employers and TPAs. Your organization retains its employer responsibilities. Explore random testing administration, reporting and records support, or agency-specific DER training, then contact Unity to discuss your program.
