Random testing management, handled

Unity runs the full administrative cycle of your DOT random testing pool, selection, notification, and documentation, so nothing slips.

The Challenge :

DOT random testing compliance is unforgiving. Missed rate minimums, inconsistent selection methodology, or late notifications aren't minor paperwork gaps; they're violations with real consequences. Keeping a program compliant every single quarter requires a level of precision and consistency that stretched internal teams rarely have the bandwidth to sustain.

Overview

Unity Testing provides full administration of employer-specific private random pools and multi-employer consortium programs. Our service supports the drug and alcohol testing procedures in 49 CFR Part 40, together with the random testing requirements of the applicable DOT agency. From enrollment and roster maintenance through random selections, testing coordination, completion tracking, and records, Unity manages the ongoing administrative cycle.

How Unity Helps:

Choose a dedicated random pool for your organization or participation in an eligible consortium. Unity manages pool administration, coordinates selection notifications and testing with your designated employer representative, monitors progress toward applicable annual random testing rates, and maintains organized program documentation. Pool structure and participation follow the applicable DOT agency rules, with DOT and non-DOT employees kept in separate pools.
  • Private random pool and consortium enrollment, roster maintenance, and random selections
  • Selection notifications, collection coordination, and test completion tracking
  • Monitoring against applicable DOT agency annual random testing rates
  • Participation verification, confidential recordkeeping, and audit-ready program reports

Why It Works:

A consistent administrative process helps your team keep rosters current, follow testing activity, and retrieve the records needed for a program review. Unity supports your program under 49 CFR Part 40 and applicable DOT agency rules; the employer retains responsibility for compliance and its designated employer representative.

Who It's For:

TPAs managing random pools for multiple employer clients, and enterprise employers with DOT-regulated drivers who need consistent, defensible administration without dedicating internal staff to constant monitoring.

FAQ

What is the difference between a private random pool and a consortium?

A private pool contains eligible employees from one employer. A consortium combines eligible employees from multiple employers where the applicable DOT agency rules permit it. Unity administers both options and helps identify the appropriate structure for your program.

How does 49 CFR Part 40 apply to random testing?

Part 40 establishes DOT drug and alcohol testing procedures and service-agent responsibilities. The applicable DOT agency rules set random testing requirements, including coverage and annual minimum rates. Unity administers your program with both sets of requirements in view.

What does Unity’s full pool management include?

Unity handles enrollment and roster administration, random selections, notification and collection coordination, completion tracking, rate monitoring, participation verification, and organized program records. We coordinate with your designated employer representative throughout the administrative cycle.

How are employee additions and departures handled?

Keep Unity informed when employees enter or leave covered safety-sensitive positions. Current, accurate rosters help ensure each selection uses the eligible population. Unity supports roster maintenance; employers remain responsible for providing timely, accurate employee information.

Can DOT and non-DOT employees share a random pool?

No. Under 49 CFR 40.347, non-DOT employees cannot be included in a DOT random pool. Combining employees covered by different DOT agencies is permitted only when all relevant agency rules allow it, with the applicable highest random testing rate used.

Does using Unity transfer the employer’s compliance responsibility?

No. Unity provides administrative support as a service agent. Under 49 CFR 40.15, the employer remains responsible for compliance and cannot designate a service agent as its designated employer representative.

What records can Unity help us organize for a review?

Unity supports participation verification, roster and selection records, test completion tracking, and program reports. Organized records help your team review program activity and respond to documentation requests, subject to applicable confidentiality and retention requirements.
